The Pakistan Atomic Energy Commission (PAEC) is a federally financed autonomous governmental institution concerned with nuclear power research and development, nuclear science promotion, energy conservation, and the peaceful use of nuclear technology.

Pakistan’s research in physical sciences began with the founding of the Council of Scientific and Industrial Research (PCSIR) in 1951. President Dwight Eisenhower of the United States announced the Atoms for Peace program in 1953, and Pakistan was the program’s first participant.

PAEC research was initially conducted under a rigorous non-weapon policy announced by then-Foreign Minister Sir Zafarullah Khan. In 1955, the Pakistani government formed a committee of scientists to develop nuclear energy plans and build an industrial nuclear infrastructure across the country.

In March 1956, as the Energy Council Act took full effect, Prime Minister Huseyn Suhrawardy founded the Pakistan Atomic Energy Commission (PAEC). Nazir Ahmad, an experimental physicist, was the inaugural chair. Technical members Salimuzzaman Siddiqui, an organic chemist at the University of Karachi, and Raziuddin Siddiqui, a mathematical physicist at the same university, were also members of the PAEC.

They shared responsibility for the commission’s research and development directorates. Abdus Salam of the University of Punjab joined the commission in 1958, along with Munir Ahmad Khan, who initially advocated for procuring an open pool reactor from the United States.
